Singapore has the strictest vaping laws in the developed world. That is not hyperbole. That is a legal fact.

Since 2018, the possession, purchase, and use of vaping products in Singapore has been illegal. The penalties are severe: fines of up to S$2,000 (approximately $1,500 USD) for possession. For importation or distribution, the penalties escalate to S$10,000 and potential imprisonment. Singapore does not distinguish between "personal use" and "trafficking" the way other countries do. Bringing one disposable through Changi Airport is treated the same as bringing a suitcase of them.

What changed in May 2026: the Health Sciences Authority (HSA) expanded its enforcement powers. The HSA can now conduct spot checks at Changi Airport terminals, not just at customs checkpoints. This means you can be stopped in the departure lounge. You can be stopped at the gate. You can be stopped after clearing immigration. The enforcement follows you through the entire airport.

The HSA also deployed new detection equipment at Changi in 2026. Vapor detection sensors at security screening points. These are not metal detectors. They are chemical sensors calibrated to detect propylene glycol and vegetable glycerin aerosol. If you vaped in the bathroom before going through security, the sensor at the checkpoint may flag residue on your clothing or bag.

Here is what travelers get wrong: they assume transit means they are exempt. If you are transiting through Changi and your checked bag contains vaping products, you are importing them into Singapore under the law. The fact that you are not leaving the airport does not matter. The devices entered Singaporean territory. The law applies.

What about vaping in Singapore itself? Do not. The fine is not theoretical. The HSA issued over 1,200 enforcement actions in 2025 alone. The enforcement is real. The fines are collected. The devices are confiscated.

The takeaway: Singapore is not a "be careful" destination. It is a "do not bring vaping products" destination. Leave your device at home. Buy nicotine gum at the pharmacy if you need it. The risk-reward calculation on a S$2,000 fine is not complicated. It is not worth it. This content is intended for adults 21 years of age or older. Nicotine is an addictive chemical.
