The UK is one of the most vape-friendly countries in the world. But "vape-friendly" does not mean "vape anywhere." And the rules shifted in December 2025 in a way that most people still do not know about.

Here is the current landscape.

Trains and stations. As of December 2025, vaping is banned on all National Rail services and in all station premises in England, Scotland, and Wales. This includes platforms, waiting rooms, and the train itself. The ban was implemented by individual train operating companies after a coordinated policy review. The fine for vaping on a train is typically £50-£100, issued as a penalty fare. Enforcement is inconsistent — you will not see vaping police on every platform — but when it happens, it is expensive and embarrassing.

The London Underground. TfL banned vaping across the entire network in 2014. That includes stations, platforms, and trains. The fine is £50, reduced to £30 if paid within 14 days. Enforcement is real on the Underground. Transport police do issue fines. Do not vape on the Tube.

Pubs and restaurants. There is no national law banning vaping in pubs. Individual establishments set their own policies. Wetherspoons banned vaping in all locations in 2023. Most independent pubs allow it with the landlord's permission. The rule of thumb: if there is a sign, obey it. If there is no sign, ask. If the answer is no, accept it. Nobody wants to be the person arguing about vaping in a pub.

Workplaces. The law does not ban vaping in private workplaces. Employers do. Most office buildings in the UK classify vaping under the same policy as smoking. You vape in the designated smoking area. You do not vape at your desk. You do not vape in the kitchen. This is not a legal issue. It is an employment contract issue. A disciplinary for vaping at your desk is legal and enforceable.

Public spaces. Outdoor public spaces are generally unrestricted. Parks, streets, and beaches — no law prohibits vaping. Indoor public spaces are trickier. Shopping centers, cinemas, and airports all have their own policies. Almost all of them ban vaping indoors. The rule is the same as smoking: if you would not light a cigarette there, do not vape there.

The one thing that surprises people: the UK's vaping laws are among the most permissive in the world. The UK's regulatory approach treats vaping as a distinct category from smoking, which is why the rules are less restrictive here than in many other countries. But policy is not permission. Individual venues decide. Their roof, their rules.

The takeaway: The UK is easy. Vape outside. Vape where people smoke. Ask before you vape indoors. Do not vape on trains. The rules are simple. The fines are real. Respect the space and you will have zero problems. This content is intended for adults 21 years of age or older. Nicotine is an addictive chemical.
