"Up to 600 puffs" is the most dangerous phrase in the vape industry. It is also the most common.

Here is the problem. A puff count is not a measurement. It is a projection based on a laboratory test protocol that almost no consumer replicates in real life. The lab machine draws for exactly 2 seconds at a fixed flow rate of 17.5ml/s, pauses for 60 seconds, and repeats until the device stops producing vapor. The real consumer draws for 2.5-3.5 seconds, takes 3-4 puffs in succession, and puts the device down for 20 minutes. The lab gets 600 puffs. The consumer gets 400. The gap is not a defect. It is physics. But the consumer does not know that.

The regulatory risk is real and growing. Several EU member states are now reviewing puff count claims under consumer protection laws. The argument is simple: if your lab protocol produces a number that 95% of consumers cannot replicate, your claim is misleading. Whether that argument holds up in court is less important than whether it holds up in the court of public opinion.

Transparent specification writing starts with methodology. Do not say "600 puffs." Say "up to 600 puffs when tested under [specific protocol]." Better yet, give a range: "typically 400-550 puffs under normal use." Even better: do not lead with puff count at all. Lead with liquid volume, which is objective and verifiable.

The brands that get this right will have a competitive advantage in the next 18 months. The brands that keep printing "600 puffs" in 48-point type on their packaging will be the ones explaining themselves to regulators and refunding angry wholesalers.
